Yaseen Ahmed (he/him) moved to Madison in 2024 and is excited to be starting his post-college career with Law Forward. As a History and Economics double-major at Bowdoin College, Yaseen spent summers interning for nonprofits focused on the inequities within public safety across the country and developing affordable housing for Maine’s disabled populations. Through these experiences, he quickly learned the importance of the work it takes to build a society that protects its most vulnerable. Yaseen spends his spare time making and enjoying food and visual art and trying to read a little more.

Mary Bottari

Mary (she/her) has advanced progressive policies as the chief of staff for a growing city, as a legislative aide at the state and federal level, and as a principal strategist for nonprofits dealing with some of the most complex areas of policy making. As Chief of Staff to the Madison Mayor, Mary took a leadership role in response to the COVID-19 pandemic, including helping to establish absentee ballot drop boxes as a safe, secure option for voters and launching Madison CARES, the City’s alternative emergency response for mental health crisis. Previously, at the Center for Media and Democracy, Mary helped launch CMD’s award-winning “ALEC Exposed” investigation, which detailed behind-the-scenes corporate votes and influence on a wide array of legislative proposals. She worked in Washington, D.C., for U.S. Senator Russ Feingold during the debates over the McCain-Feingold campaign finance reform bill and at Public Citizen analyzing the impact of complex global trade agreements on consumer, labor, and environmental policies. She is a founder of the Wisconsin Democracy Campaign and worked for Judge Lynn Adelman when he was a member of the Wisconsin State Senate. A graduate of Bryn Mawr and the University of Chicago, Mary lives in Madison with her daughter and her husband John Nichols.

Before Law Forward, TR (he/him) spent more than a decade working in labor, community and political organizing. He is a zealous advocate for strong communities, family-supporting jobs, and equity. In addition to his work at Law Forward, he is active in pro bono and currently serves as the Community Outreach Chair for the Wisconsin Association of African American Lawyers. TR is a huge movie buff, and as a former collegiate athlete, he enjoys training and finding new ways to compete. TR is a Milwaukee native, and as Law Forward’s only Marquette lawyer, he makes an effort to wear something blue every day.

Taylor Gilbertson

Taylor (she/her) was inspired to become a lawyer after working as a special education teacher. Throughout her time in law school she worked with members of the Madison community on unemployment benefits appeals and eviction defense. Taylor believes strongly in the importance of democracy and is particularly interested in the role of public education. In addition to her work, she is pursuing her PhD in Education Leadership and Policy Analysis at UW Madison. Outside of school and work Taylor loves to read, do pottery, and travel.

Kacy Gurewitz

Kacy (she/her) joined Law Forward after years of commercial litigation practice. She moved to Madison in 2018 to attend UW Law School and has been deeply invested in the Madison community ever since. Kacy couldn’t be more excited to devote her career to defending democracy and fighting for the people of Wisconsin as Staff Counsel for Law Forward. A former college athlete, Kacy spends her time outside of work coaching and playing volleyball (among other sports), spending time with her pets, and reading as many books as the library will give her.

Samantha (she/her) went to UW–Madison and majored in Environmental Science with minors in Science Communication, Sustainability, and Computer Science. She spent her time at school finding ways to combine her technical knowledge with communication. Through educational and work experiences she developed a passion for communications work that generates a positive impact, and she is excited to be contributing to the pro-democracy work at Law Forward. In her spare time, Samantha enjoys reading fantasy books, finding ways to be on or near water, and keeping up with as many women’s sports as possible.

Jeff Mandell

Jeff (he/him) has nearly twenty years of experience in complex litigation and appellate advocacy. He is widely recognized as one of Wisconsin’s leading experts in election-law and constitutional litigation. In 2020, as special counsel to Governor Tony Evers, Jeff played a lead role in repelling the bevy of attacks against Wisconsin’s election results. Earlier in 2020, before he was on the Law Forward staff, Jeff was the lead lawyer who kept Kanye West and Howie Hawkins off of the Wisconsin ballot because they had not followed the rules to obtain ballot access. Jeff has handled a variety of high-profile cases before the Wisconsin Supreme Court, including on absentee-ballot drop boxes, indefinitely confined voters, attempted purges of the voter rolls, separation of powers, and other issues. 

As one of Law Forward’s co-founders, Jeff sought to build legal infrastructure that would help ensure that democracy in Wisconsin works for everyone. After graduating from the University of Chicago Law School with high honors, Jeff served as a law clerk to the Honorable A. Raymond Randolph at the U.S. Court of Appeals for the D.C. Circuit. Jeff has worked in private practice at leading law firms in Chicago, Washington, and Madison, racking up successful outcome and accolades throughout his career. Jeff is an elected member of the American Law Institute and a Fellow of both the American Bar Foundation and the Wisconsin Bar Foundation. 

Before becoming a lawyer, Jeff worked at various times as a policy advocate, a magazine writer, a test-prep instructor, an American poetry scholar, a telemarketer, a waiter, and a water-park lifeguard. He earned a master’s degree in American Civilization from the University of Texas at Austin and a B.A. degree from Trinity University. He and his family have happily been Wisconsinites since 2015.

Kathleen McNeil

Kathleen (she/her) joins Law Forward after spending twenty-plus years as a shareholder and attorney at Garvey McNeil & Associates, S.C. Her work ranged from plaintiff-side litigation to working as general counsel to a professional sports team. A true Badger, Kathleen earned her B.S. and J.D from the University of Wisconsin. Most recently, Kathleen worked in law-firm management as Head of Human Resources and Business Development at a mid-sized Madison-based law firm. She is proud to join Law Forward as Director of Administration and to support the incredible work being done by our team to revive Wisconsin’s traditional commitment to clean and open government, and to preserve fundamental democratic principles. Outside of work, Kathleen loves to read, travel, spend time with family and friends, and play any sport with a racquet.

Doug Poland

Director of Litigation

Doug (he/him), one of Law Forward’s co-founders, has three decades of significant experience in complex litigation matters in state and federal courts in Wisconsin, Illinois, and throughout the US. Doug has served as lead counsel in trials and injunction hearings before federal, state, and administrative courts, and has substantial experience in state and federal appellate courts throughout the country, including briefing appeals to the US Supreme Court and presenting arguments to the Wisconsin Supreme Court.

Doug’s practice focuses on democracy, election, and voting rights law, and he has been recognized as the leading redistricting lawyer in Wisconsin. Doug served as co-lead trial counsel for plaintiffs who successfully challenged the Wisconsin Assembly legislative districts before three-judge federal panels in 2012 and 2016, and before the Wisconsin Supreme Court in the landmark Clarke v. Wisconsin Elections Commission case in 2023. Doug served as one of the members of the legal team that represented the respondents before the U.S. Supreme Court in the Gill v. Whitford partisan gerrymandering case. Doug was the lead counsel for plaintiffs in Lewis v. Bostelmann, who obtained a preliminary injunction in federal court extending the deadline to return mail-in absentee ballots in Wisconsin’s 2020 spring election by six days.

Doug was raised in the Milwaukee area and returned to Wisconsin in 2005, settling with his family in Madison, where he is actively engaged in community service. He is a past Chair of the Board of Directors of Downtown Madison, Inc., a non-profit membership organization that represents the interests of Madison businesses, residents, employees, and visitors. Doug also serves in leadership positions on several neighborhood, civic, church, and bar organizations. He is an avid cyclist, enjoys traveling with his family, and when he is not working, can be found kayaking and SUPing on lakes in Madison and northern Wisconsin.

Harry Reis

Legal Fellow

Prior to joining Law Forward, Harry served as a Legal Fellow at the Association for Civil Rights in Israel, where he conducted comparative constitutional and international law research in support of its litigation program and served as a visiting research scholar at the Tel Aviv University Law Faculty. During law school, he worked at the intersection of law and public policy. At the Office of the New York State Attorney General, he helped the State of New York hold multinational pharmaceutical companies accountable for fueling the opioid epidemic and gun manufacturers to account for trafficking ghost guns into the state. Harry worked on issues of domestic and transnational government surveillance at the Brennan Center for Justice and the Knight First Amendment Institute. He was a Max Berger ’71 Public Interest/Public Service Fellow and a student scholar at the Columbia’s Institute for Global Politics. Upon graduation from Columbia Law School in 2024, Harry was awarded the Edwin Parker Prize for excellence in the study of international and comparative law and was twice designated a James Kent scholar, Columbia Law School’s highest academic honor.
 
Prior to law school, Harry served as policy director of the New Israel Fund, an organization that advances democracy and equality in Israel, and as a research associate to Ambassador Dennis Ross, where supported track II negotiations on Israeli-Palestinian final status and multilateral nuclear negotiations between Iran and the P5+1. Harry earned his B.A. in history from Brown University in 2011.

Rachel E. Snyder

Rachel (she/her) joined Law Forward in 2025 with over a decade of legal practice experience, including years both in nonpartisan Wisconsin legislative service and with a private firm. Rachel’s work has covered a range of policy issues, including K-12 and higher education, state tribal relations, federal, state, and local tax and governance, nonprofit governance, campaign finance, and election and political law. She is passionate about preserving and strengthening democracy, government transparency, high-quality policy development, and civic education. Outside of work, Rachel is an insatiable reader and podcast consumer, amateur archer, and aspiring dog-owner.

Scott Thompson

Scott (he/him) joined Law Forward after spending years litigating civil rights disputes against both private and government entities. Driven to eliminate the inequity that follows a declining democracy, he leads litigation and public education at Law Forward concerned with voting rights and ballot access. Beyond his legal work, Scott is most often found checking the box score of the last Milwaukee Bucks game, and convincing himself that this is the year he will finally run another half-marathon.

Christine Bremer Muggli

Christine Bremer Muggli is the chief shareholder of Bremer & Trollop Law Offices, S.C., Wausau, Wisconsin. She graduated magna cum laude from Loyola University, Chicago, and received her J.D. from Loyola University School of Law. Christine is the past president of the Wisconsin Association for Justice. Since 2006, Christine has been recognized annually as a Wisconsin Super Lawyer and has now been listed among the Top 10 Attorneys in Wisconsin.  In 2010, Christine was honored to be awarded the Robert L. Habush Trial Lawyer of the Year by WAJ. She serves as a member of the American Board of Trial Advocates. Christine was a member of the Democratic National Committee through 2016 and was appointed to the Wisconsin Electoral College in 2008 and 2012. Christine currently serves as a member of Governor Evers’ Judicial Selection Advisory Committee and the Wisconsin Federal Nominating Commission. She serves on many statewide boards promoting the advancement of democratic ideals. Christine lives with her husband, Paul Muggli, in northern Wisconsin where she centers her law practice serving the injured.

Sam Liebert

Samuel E. Liebert is the Wisconsin State Director for All Voting is Local, where he leads statewide efforts to protect voting access and strengthen election administration. A former Deputy White House Liaison at the U.S. Department of Agriculture in the Obama administration, Sam’s background spans municipal management, election administration, and public policy.

Sam previously served as a municipal clerk and in administrative roles for several Wisconsin communities, as well as Council President on the Janesville City Council. His experience as a local election official informs his work advancing pro-democracy reforms, modernizing election systems, and supporting clerks on the front lines of election administration.

He holds a B.S. in Public Administration from UW-Whitewater, an MPA from UW-Milwaukee, and is a graduate of UW-Green Bay’s Municipal Clerk & Treasurer Institute. His writing and advocacy have appeared in statewide media and through coalitions focused on voting rights and democratic resilience.

Sam lives in Pewaukee with his wife and three children, where he continues his work to defend and strengthen Wisconsin’s democratic institutions.

Deb McGrath

Secretary/Treasurer

Deborah McGrath continues her lifelong fight for democracy on the Board of Law Forward, advancing the organization’s mission to protect free and fair elections, uphold the rule of law, and defend democratic institutions. McGrath served the USG in leadership roles for more than 25 years,  retiring from the Central Intelligence Agency, serving in the Department of State, and as an officer in the U.S. Army. She led large, mission-critical organizations in high-risk environments overseas, managed substantial workforces and budgets, and directed crisis response efforts during national security and humanitarian emergencies. Her work emphasized lawful governance, ethical decision-making, and institutional resilience.
McGrath is a doctoral candidate in Business, with research focused on ethical outcomes in dynamic organizational systems. She earned an MPA from the University of Kansas, is a graduate of the U.S. Army War College, and graduated from the University of Virginia. As a civic leader in Wisconsin, election official, and former congressional candidate, McGrath brings firsthand insight into election administration and democratic participation, strengthening litigation and advocacy efforts.
Though she spent most of her life in service abroad, Deborah has always called Wisconsin home. She and her husband, Colonel (R) Kevin McGrath, live in a log cabin on Lake Tainter in Dunn County, and are active in church, environmental, and community causes.

Andrew Disch

Andrew serves as the Wisconsin Political Director for the North Central States Regional Council of Carpenters representing nearly 11,000 carpenters throughout Wisconsin belonging to 19 different local unions. Prior to joining the Carpenters in 2018, Andrew lobbied for other trade associations and founded an issue advocacy organization and serving as its Executive Director. A native of Verona, he is a graduate of UW-La Crosse and William Mitchell College of Law.

Madeleine Kelly Lubar

Madeleine Kelly Lubar is the Chair of the Litigation and Policy Committee of Law Forward.  A Milwaukee resident and former practicing attorney, Madeleine now serves as a nonprofit leader, engaged citizen, and active supporter of pro-democracy candidates and elected officials, with a particular focus on Wisconsin.

Madeleine is a long-time Trustee and former Board Chair of the Milwaukee Institute of Art & Design and a member of the Board of Planned Parenthood of Wisconsin. 

Deeply concerned with the preservation of democratic institutions, Madeleine is also a member of the Leadership Now Project, a national network of business and community leaders committed to safeguarding democracy.

Sopen Shah

Sopen is a partner and office litigation lead at Perkins Coie LLP in Madison, where she handles constitutional, statutory, and regulatory matters before the U.S. Supreme Court, the Wisconsin Supreme Court, and federal and state courts nationwide. She has litigated several significant voting rights cases, including a challenge to portions of Wisconsin’s voter ID law, a successful effort to extend the deadline for absentee ballots during Wisconsin’s 2020 spring election, and a defense against attempts to overturn the state’s election results later that year. Sopen is also an adjunct professor at the University of Wisconsin Law School, where she teaches Appellate Advocacy and Deposition Skills. Before joining Perkins Coie, she handled some of Wisconsin’s most consequential criminal and civil cases at the Wisconsin Department of Justice.

Before law school, Sopen worked as a management consultant at McKinsey & Company and a financial analyst at Bloomberg LP. She graduated from Harvard College, magna cum laude, and Yale Law School. Sopen clerked for the Honorable Debra Ann Livingston, now Chief Judge of the U.S. Court of Appeals for the Second Circuit, and the Honorable Amul R. Thapar, then serving on the U.S. District Court for the Eastern District of Kentucky. She is an elected member of the American Law Institute and a recipient of the State Bar of Wisconsin’s biennial best brief award.

Originally from Appleton, Wisconsin, Sopen serves on several nonprofit boards and enjoys tennis, paddleboarding, stand-up comedy, horror movies, and petting dogs (and cats).
