James (Jim) R. Troupis
Jim Troupis is a Wisconsin attorney, former circuit court judge, and one of the primary architects and proponents of the 2020 fake elector scheme in Wisconsin and nationally. Troupis leveraged longstanding connections with the Republican Party to transform Chesebro’s fringe Electoral College gambit into a national strategy to subvert the election.
Troupis graduated from Northwestern University School of Law in 1978 and was admitted to practice in Wisconsin in 1987. He runs the Troupis Law Office in Cross Plains, Wisconsin, and has served as legal advisor to multiple Republican presidential campaigns in Wisconsin. Troupis was also part of the legal team that helped the Wisconsin State Legislature institute a radical partisan gerrymander in 2011–2012. Former Governor Scott Walker appointed Troupis to the Dane County Circuit Court in August 2015, but he resigned in May 2016 and remains in private practice.
As of April 2024, Troupis is an active member in good standing of the Wisconsin State Bar who maintains a practice in Cross Plains. He served on the Judicial Conduct Advisory Committee, a group that advises sitting judges about ethics (he was temporarily suspended from that position by the Wisconsin Supreme Court on 6/11/24). He has never publicly repudiated his role in the fake elector scheme or acknowledged that Joe Biden won the 2020 election. As part of his settlement with the Penebaker plaintiffs, he agreed never to again assist in a scheme to submit fake electoral votes.
On 6/4/24, Wisconsin Attorney General Kaul charged Troupis with forgery, a felony.
